Publish the current campaign launch to the ad platform.

Publish the current campaign launch to the ad platform. TWO-CALL FLOW: (1) Preview call (no confirm), validates the tree, returns a preview summary and asks the user to confirm; does NOT publish. (2) Publish call (confirm: true), actually POSTs the launch to the ad platform. NEVER call with confirm: true on the same turn as the user's initial launch ask; wait for explicit user authorization ("yes", "launch", "publish", "go ahead") between the two calls. Returns normal tool output in both modes, no suspend/resume.
When to use
Publish the current campaign launch to the ad platform. First call (no confirm): preview and ask. Second call (confirm:true): publish. Only call with confirm:true after the user has explicitly authorized launching in their last message.
