Apply a structure template to a pipeline card, POPULATES the card (an existing PENDING draft batch) with the template's campaign/ad set/ad structure. Never creates a launch and never publishes. Re-applying an already-populated card needs overwrite=true (hard overwrite, confirm with the user first). WRITE.
