Create campaign launch
Create an empty campaign launch (batch) under a specific brand/ad account.
Tool name: create-campaign-launch.
Create an empty campaign launch (batch) under a specific brand/ad account. Returns the new launch id. Use this WHEN the user explicitly asks to create a new batch / launch / campaign group AND you already know which brand to use (from listMyAdAccounts, then whichever row the user picks). NEVER guess brandId. After creation, surface the new id to the user and immediately switch context to that launch for any follow-up structure work (addCampaign, addAdset, etc.).
When to use
Only when the user explicitly asks to create a new batch/launch and brandId is resolved. Creates an empty launch shell, no campaigns yet.
