Create pipeline card
Creates a pipeline card (a draft launch) titled title. Optionally set its starting stage (defaults to REQUESTED), attach creativeIds and assign teammates with assigneeIds. A stage whose column publishes is refused: create the card in an earlier stage, then move it with move-pipeline-card, which checks the publish scope and the spend ceiling.
